The Russian Jewish Congress is a charitable fund that supports Jewish communities across Russia. Its members are some of the country’s most influential and prosperous Russian Jews, including politicians and businessmen such as Andrei Rappaport, who benefited from the Troika Laundromat. Companies in the Laundromat network donated almost US$2.6 million to the Russian Jewish Congress between 2004 and 2012. Almost $1.1 million came through Quantus Division Ltd., a British Virgin Islands-based shell company that served as a Laundromat cornerstone. Another $1.13 million came through Industrial Trade Corp., and Montexon Inc. sent four donations totaling $370,000. All are shell companies.

The Russian Jewish Congress didn’t respond to questions about the donations when contacted by OCCRP reporting partner Barron’s, a U.S.-based weekly financial newspaper.
