Nikolai Patrushev, the Security Council’s Secretary, does not think highly of some of the Western countries, constantly reminding Russians of the threat looming from America and Europe. However, his nephew, businessman Aleksey Patrushev, holds no public office and has the right to own and manage companies anywhere in the world. That also includes the British Virgin Islands, a tax haven in the northeast Caribbean where Misam Investments Ltd was registered. Misam Investments was founded in the summer of 2007. In 2010 Patrushev became a shareholder in the company. In 2012 he sold his shares to Khramtsov, in return for ‘good and valuable consideration’, as stated in the Instrument of Transfer (the amount was not disclosed). The last available documents on Misam Investments date to July 2015 and show Khramtsov as the sole owner of the company.
Last year, Novaya Gazeta reported on the joint business of Patrushev and Khramtsov, who are old friends. Aleksey Patrushev was on the board of directors of a forestry company in Karelia (in the northwest region of Russia) that was exporting timber to Finland. The company was investigated for tax evasion by the Karelian tax authorities: the businessmen signed agreements with sham companies and part of the money from these fictitious contracts was immediately cashed. The Arbitration Court ruled in favor of the tax authority and the company was fined.
Relatives of Khramtsov own TD Agro-Line, one of the largest meat trading companies on the Russian market. Agro-Line is also а big client of the Federal Agency for State Reserves (Rosrezerv), an institution responsible for gathering and storing supplies in the case of war or other national emergencies. Khramtsov’s business also gets loans from Russian Agricultural Bank (Rosselkhozbank), a national bank created to develop agriculture and the agro-industry, overseen by Dmitry Patrushev, the cousin of Aleksey Patrushev and the son of the Secretary of the Security Council.
