General Edgar Maestre has held managing, planning, and budget positions within Venezuela’s Ministry of Defense. Maestre competes in marathons, an activity that may have inspired the name of a company of which he owns 40 percent: Fitness Cards. The company has nothing to do with sports or fitness, however.
According to its Facebook page, it repairs and maintains luxury vehicles, and has received five contracts to do so from several public institutions and a municipality. OCCRP visited the company’s address and found a shed covered by weeds. The building has been empty since 2015, a mechanic from a nearby auto shop said, adding that a man sporadically visits the property but that there is no other sign of activity.
