Dani reporter EsadHecimovic also received a special mention. Albanian investigative journalistBesarLikmeta, an editor with the Balkan Investigative Reporting Network, won CEI’s annualSEEMO Award for Outstanding Merits in Investigative Journalism.
An international jury of journalists meeting in Trieste in June selected the honorees from 26 nominated journalists from a dozen eastern European countries. The judges considered the personal risks the reporters had taken for the sake of their work, the quality of their reporting and the impact of their work on society.
Candeawrote for the Romanian newspaper EvenimentulZilei about connections between international organized crime networks and high-ranking officials and politicians. He has reported on massive corruption and crime in theTransdniester region of Moldova, on the international arms trade, illegal international adoptions and the diamond business.
He has done work for the first investigative TV show in Romania (Reporteri Incognito) and for the BBC and Reporters sans Frontieres in Romania. He has been a staunch fighter for freedom of information and he has taught investigative journalism at the university level in Romania.

Stefan Candea, a founding member of the Romanian Center for Investigative Journalism, has been awarded a special mention from The Central European Initiative (CEI) and the South East Europe Media Organization (SEEMO) for his valuable contributions to investigation reporting.
